About us

Welcome to SouthTel.

SouthTel was founded in 2005. Our vision is to be an independent turnkey network deployment company specialising in:

  • Drive testing and benchmarking
  • network planning and optimisation
  • autonomous service monitoring
  • application development and service creation

SouthTel has executed successful projects with Zain Tanzania, MTN, Telco Network Malawi, Ericsson, Huwaei, ZTE, Standard Bank, and Swaziland Post & Telecommunications. 

SouthTel is a licensed provider of Video On Demand services in South Africa and has been focusing on the launch of this VOD platform in South Africa.
The team

Oscar Dube - Chief Executive Officer

Oscar started his career in banking in 1992, where he spent five years in the area of Business Development. A calling in 1997 lead him to Ericsson where he joined as a trainee Sales Manager.  Mobile Telecommunications was still new in those years, but the excitement of getting into an industry which was unknown is experience which Oscar remains grateful for. He spent his first years in Sweden & Ireland followed by a number of years in various countries in Sub Saharan Africa. At Ericsson, Oscar was involved in setting up operators like MTN Swaziland, MTN Rwanda & MTN Uganda, as well as setting up the first Ericsson office in East Africa. In this capacity he gave a number of trend opinions on the growth of the telecommunications sector in East Africa for a number of publications i.e. Economist & also making the cover of Newsweek magazine.  In 2005, he left Ericsson to set up SouthTel, staying close to what he knows best (telecommunications).  In 2008 southtel acquired a VOD broadcasting license from ICASA.


Nkosana Moyo
- Chief Financial Officer

Holding a B Compt (UNISA), Nkosana is a trained banker and accountant and has worked for international companies such as Barclays, KPMG, and Condomi. He has extensive experience as a Finance Manager/Director in entrepreneurial ventures in various business types. He has worked at Senior Executive level within various financial institutions since 1999 as Finance Director, Company Secretary, Corporate Finance Director. He has competent experience in Financial Management, business consulting, financial consulting, business audit, administration and company secretarial aspects of business management.


Merlin Naicker
- Chief Content Officer

Merlin started his career in Media as a call centre representative with then Times Media Limited, before moving onto pay television with MultiChoice in 1995.  Merlin obtained his project management experience on projects like Big Brother, First African in Space, Idols, and various channel launches (BBC Prime, History Channel, MTV Base, Trace TV amongst others) which were part of his responsibility as the Content Manager for the DStv offering across Africa.  Prior to joining southtel, Merlin spent three years as the General Manager :  Siemens Media Solutions, at Siemens IT Solutions & Services, which offered system integration services and solutions to the Media industry in Southern Africa.  In this role Merlin consulted with MultiChoice, Top TV, South African Police Services, Sandton Convention Centre, Limpopo Provincial Government and the SABC.

Merlin has an MBA, a post graduate in Project Management, and certificates in Telecoms law, Broadcasting law, and Media Management.


Charlene Fullard
- CRM & Billing

Charlene has extensive experience in the PayTV industry in South Africa and several African countries.  She started out in Pay TV with MNET in 1987 as a "Girl Friday" and worked her way up the organisation in MultiChoice eventually being responsible for managing the Business Systems for South Africa before she left.  Her highlights include several of the large projects for MultiChoice with regards to new system implementations, and the launch of the PVR decoder.  Her 21 year tenure has gained her insight and knowledge into the entire supply chain infrastructure of a Pay TV organisation.   Charlene also has experience in the African market.  She was the Subscription Services Manger with GTV in Sub-Saharan Africa where her responsibility was the provision and daily management of the Subscriber Management and Billing system.  She also consulted to TOP TV in their selection of a Subscriber Management and Billing System for their business.  Prior to joining southtel, Charlene was at Next Generation Broadcasting (Smart TV) and successfully implemented their Subscriber management and Billing systems for Kenya, Uganda and Ghana. 

Charlene's knowledge spans Subscriber Management Systems, Conditional Access systems, Management Information Systems,  and several payment solutions such as Mpesa and Airtel (ZAP) commonly used in Africa,.


Pieter Ferreira
- Project Manager

Pieter started his career at Edcon financial services in 1998 and moved on to consulting in the information management sector in various Business intelligence technology installations and projects at companies like Vodacom, ITC, RMA and Standard bank. He moved from analyst to project manager deploying projects at SITA for the department of Education, Sport and Social development. In 2006 he moved back into Standard bank, filling roles from project to programme management on the SA and Group Basel II programmes.

In 2009, Pieter moved to DSTV to implement the BoxOffice programme of work which included a digital content distribution backend processing system that simplified processing of content being delivered to multi platform outputs.
